Treasury Board has announced the launch of the new claims process for current or former employees who have experienced severe personal or financial impacts as a result of issues with the Phoenix pay system. This process is part of the fulfillment of the damages agreement developed with federal public service unions, including ACFO-ACAF, in June 2019. Note that the existing claims process for expenses, financial costs and lost investment income, as well as general compensation for former employees, continue to be available.

Further information on this claims process, including on what constitutes severe personal or financial impacts, can be found here: https://www.canada.ca/en/treasury-board-secretariat/services/pay/compensation-severe-impacts.html.

At the moment, this new claims process is available to CT-EAV and CT-FIN members only. CT-IAU members are still subject to the Public Service Alliance of Canada’s Phoenix damages agreement, and the employer expects to announce the details of the severe damages claims process that applies to employees covered by this agreement shortly.
