This is an update to the concerns raised by several members about the CFO Transitional Allowance for the period of November 1 – November 6, 2008.

As mentioned in the communiqué dated December 2, we have been in touch with officials at Treasury Board and they are aware of the problem. In response to ongoing concerns, emails were sent by Treasury Board to all heads of compensation instructing them to make the payments to which you are entitled (see text of emails below).

If you have not received the appropriate allowance, please forward these emails to your pay and benefits clerk. I would also ask you to keep ACFO in the loop as well by advising Labour Relations Advisor Scott Chamberlain at 613-728-0695 when you receive payment or if you haven’t received payment after two pay periods.

And, as always, do not hesitate to contact us if you have any concerns or questions about this process.

Please note that as per section 4.2.2 of the revised Compensation Directive issued by Public Works Government Services Canada on December 17, 2008, departments are responsible for the payment of the transitional allowance payable to employees classified FI-01 and FI-02 for the period from November 1, 2008 to November 6, 2008. Your usual cooperation in expediting these payments is greatly appreciated.

In conjunction with my previous message, please note that as per section 3.4 of the Compensation Directive issued by Public Works Government Services Canada on December 17, 2008, effective November 7, 2007 to November 6, 2008, the CFO Transitional Allowance is to be paid to employees who are at the maximum of the FI-01 through FI-04 levels, at the rate of 2% of the maximum rate of pay for the FI-01 and FI-02, 3% for the FI-03 and 4% for the FI-04.

Effective November 7, 2008, this allowance is to be maintained for employees who are at the maximum of the FI-03 and FI-04 levels, at the rate of 1% for the FI-03 and 2% for the FI-04.Your usual cooperation in expediting these payments is greatly appreciated.
